Windows Computer and Monitor Recommendations

I intend to update my Windows computer and monitor from my current Lenovo all-in-one system to a modern Windows PC and stand-alone monitor designed for photo editing.  My desired specs are Intel i7 or i9 processor (13+ generation), 32 GB RAM and 1+ TB SSD.  Not sure about what graphics card, or the best monitor.  Any suggestions?  Budget is <= $3,000, hopefully < $2,500.  I want a system commensurate with my Leica M10P, Summicron 50MM f/2.0 APO, Noctilux-M 50mm f/0.95, and other assorted Leica lenses.  I appreciate your recommendations.

Early in the covid era I bought a new PC, custom made to my specs for photo and video: MSI MPG X570 Gaming Edge motherboard; AMD Ryzen 9 3900X 12 core; 16Gb RAM; Gigabyte Geforce RTX 2080 8Gb; Sabrent Rocket Q 1Tb M.2 drive for system etc; Samsung SD 870 EVO SSD 4Tb for photo catalogue and editing; Samsung SSD 970 EVO plus M.2 2Tb for video editing; Toshiba HDD 10Tb for long term storage. Water cooled. Eizo CS2731 monitor. External Terramaster D5 RAID 16Tb storage.

Runs Lightroom Classic, Photoshop, Topaz Photo AI and Davinci Resolve with no difficulties. 

Tasks that require me to go and make a coffee, or leave it running overnight: rendering 120 minute FHD video (2hrs); Lightroom Denoise AI processing 200-400 24mp images (60-90 mins).

From recollection the cost for the original PC was ~£1300. I have changed drives, added the external RAID and monitor since then, so couldn't say what the cost of the current system is. My still images are all 24mp. My video files can be large (1-3Tb BRAW) for a long recording.

I love my Surface Studio 2. The 4500 x 3000 px monitor (with Adobe-rgb profil) is an excellent one as my general workflow is Adobe-rgb in case of printing (Epson SC P600) and producing HDAV-shows.

There are two companies of interest:  AMD and Nvidia.  Both have cards for graphics as opposed to cards for gaming.  Most reviews you see on-line are for gaming.  The AMD lines are RX and W; the Nvidia lines are RTX /  Quadro.  Buy the most expensive one that fits your budget, especially if you are eventually going to process video.
