For the reasons @jaapv gives, use manual exposure. Shoot at a slow frame rate and slow shutter speed to match (e.g. 25 fps, 1/50s). Take stills at this shutter speed; open aperture and increase ISO till the stills look right. Use these settings for video.

And as @frame-it asks, if you want us to tell you what you're doing wrong, tell us your settings!
