Q2’s DNG files are uncompressed. The mentioned Lightroom operation compresses the DNG file losslessly. 
It’s not bad in any way.

Just checked that batch perform works. You can select all images to compress and invoke Update DNG Previews and Metadata.

And I’m presuming the obvious that you could go through this procedure for any DNG images shot on any camera?

Yes. However, some cameras, like the Leica M series, compress the DNGs before writing them out. In that case, I do not see any benefit in running the procedure.
