This is rime ice which formed as a result of the air being super saturated and the night temperature falling below freezing. I live very close to a river and lake where this happens fairly often. When the air temperature gets significantly colder than the water temperature, a stream rises from the water and freezes on contact with the trees and bushes. I used to think it was all hoar frost but this year a local meteorologist explained the difference and identified this as time ice. I'd never even heard the term before.
