In the short term, probably. The new lens will decrease demand for the 24-90 (just like a new M decreases demand for the previous M). In the long term, the 24-90 will always be 'better" than the 24-70, so it should hold a used value that is higher than the 24-70. Either way, the resale value of the 24-90 won't be "destroyed," which is good if you have one, and less good if you want one.

Given the relatively low number of 24-90 lenses available, it may achieve "classic" status in the Leica community, which would ensure solid resale values for the life of the L-Mount.

Preliminary chattering (Jono did not seem to disagree) is the Leica 24-70 f2.8 is a rebadged Sigma 24-70 f2.8 albeit with a metal body (but costing 2x the Sigma) and hence explains the made in Japan. 

If so, this series of SL lenses like the TL, is essentially a different class from the German-made SL zoom trio of 16-35, 24-90 and the 90-280 and the SL primes both existing and those expected to come on later. 
There may still be a perceived higher value of the ‘true’ Leica’s.
