I didn't notice either until Hari pointed out. But if you mean the structure on her left thigh, I think this is just caused by the water film running off in combination with the streaking light. The very bright part on her left seems to be just another bollard. Thus, I don't think it is an issue related to film.

Ah yes I had noticed that - it is indeed water + light rays on her thigh, as seen also near her right hand water drops.  I had thought that Hari was referring to the dark/mottled appearance of her skin.   There is a wall directly behind the photographer in this location, and sun directly ahead so that's why the shadows don't look great on her.   

Cropped out of shot in the sky is some chemical streaking, so it's probably a less than brilliant development too (at home dev)
