My image processing system is a 2012 Apple Mac mini with 1T SSD, 16G RAM, and 2.6 GHz Intel quad-Core i7 processor, running macOS 10.13.6. Cold boot up, not counting the external drive array boot up time, is 31 seconds. My "working" LR v6.14 library folder contains 130,000 image files; LR starts and is ready to work in 7-8 seconds, presuming the external drives are mounted and running. 

 

The external drives are the slow bit, even though they're all fast drives on USB 3; it takes them each about 15 seconds to spin up and auto-mount. Luckily, that only has to happen once per session.
