I just got a 280mm apo f/4. There were some smudges on the front element, so I used a lens pen to clean them off. When doing that, the front element made some cracking/popping sounds that implied it wasn’t fitted tightly. It also felt loose even though I didn’t see it wiggle. Is this normal for this lens? Is the front element a protective filter of some kind?

Yes the first flat glass is for protection the second one.

From Wiki, we see that quite well ;)

just an idea:

looking on mine, a small screw head on front, maybe it's there for unscrewing the first element.

I have not try to unscrew it yet.

Leica Miami is sending a different one, but they say the front protective element on this one can slide around a little if you press on it. They say this is normal, and this amount of movement is still present after tightening the screw on the front.
