First of all it should be possible to change the aperture in video mode. Then we could talk about about fps. 

Does the aperture determined in P or S mode change naturally and quickly enough to be used in social event or party settings?  How about compensation through Auto ISO?  One thing I have done with a simple camera is to set shutter speed of 1/2*framerate, aperture high enough that the brightest part of a scene will work at minimum ISO, and let higher ISO compensate for the darker parts of a setting.  But the CL is intended for occasional, not professional video.  There's no 10 bit output, no audio input for use with a decent mike, and I saw somewhere that on the TL, video is shot at maximum aperture if a TL lens is used, which would certainly be limiting if that's true and still applies.

Is the iPhone considered a professional video camera? It supports 24fps.

There is absolutely no reason the CL should omit this frame rate...certainly not because there isn't a 10 bit output or the ability to add an external mic.
