C1 cropping to size

I can't get this thing to crop to maximum resolution.  I change it but it won't take either dimension as larger than 400 pixels.  And, I cannot set the unit to anything other than "px" because the drop-down is inactive.

 

What gives?

Try setting it in the toolbar above the selected image. They do actually work together so this may help. If you hold down the mouse on the crop tool it brings up the drop down ratios

"What gives" is that the selection of the processing recipe constrains the crop size.  So, if I have a recipe that sizes small for the web with a maximum long edge of 400 pixels, that's what I get in the cropping tool as the maximum. I created a recipe for full size TIFF and now I can crop to full resolution. There I go!
