It looks like a gall of some kind – similar to a Robin's pincushion (which also occurs on roses). A gall isn't a flower but the result of the interaction of a parasite (commonly a wasp but it can also be caused by another plant or fungus) with the host plant.

Edit: Just checked a few rose galls and it looks to be a Rose bedeguar.

i was amazed that a rose (thorns and leaves are still to be recognized) is so infested - actually a beautiful and interesting appearance even if it should belong to the parasitism

Autumn gentian (Gentianella amarella), a lovely small flower that can be quite common at this time of the year on unimproved chalk grassland. M240 and 90 Macro Elmar-M.
