In my view, the answer is no. I have been making street photography shots of dogs at their eye level for a while now. street photography with animals rather than humans as subjects is but one of the many facets of street photography.

I always think of street photography as being, "the human condition" as dogs are such an essential part of human life (there's even a theory that it was the domestication of dogs that gave us the upper hand over Neanderthals) that they qualify :)
