The filter at the top of the hose wouldn't let the dust from the air to reenter the chamber, and at the same time it would reduce the pressure in the chamber made from the vacum cleaner. Yes, but it is an old system, first mentioned in the Hollywood Classic 'To Have and Have Not' where Humphrey Bogart says to Lauren Bacall "you know how to whistle for a dust reduction system don't you?", and she says in reply "yes, you just put your lips together and blow".
