While you are relatively new to it, don't be afraid to mix up fresh chemicals even before you think you'll need them - that way you can cut at least that issue out of the equation as you assess your workflow. While I agree with what Phil suggests, for my taste the irregularities are a bit too regular to be development-related. Since it´s a Rollei which doesn't have a focal plane shutter as Leica or the average SLR, the TLRs have a between the lens shutter-so that can be excluded. My bet is a scanner fault or the dev. A Pro labs process should be pretty even, but I suspect some of their scanning. If possible, get a friend to do a scan of one or several of those negs, preferably with a dedicated film scanner, or any other means at your disposal, to compare results. 1 Link to post Share on other sites More sharing options...

Would be not enough movement or to short developing time. But similar can also happen if you wipe the water off the film with your fingers. Rollfilm is much more prone for uneven development than 35 mm film. Once I made a test with stand development, that went well with 35 mm film, so I tried it with the same film as 120 format.
