IKEA is a source for cheap but quite elegant wooden frames with passepartout. But it's not online. Another source is a wholesale shop for artist, gallery or museum supplies (Boesner in Germany). If you Google for their coupons, you'll also get some additional savings. I buy the Nielsen metal frames, but there are other more inexpensive options as well. If you piece them together then you get the option of any color or material matting you want (available at a number of online art suppliers).
