Jan We see a view of Prague Castle, I think. Maybe the national flag is hoisted when the president is in his office. I think I see a flag just right to the cathedral, so I would answer, yes, the president is in his office. Whether he is actually working, I don't know. It is actually not the national flag but, the presidential flag - it flies above the castle whenever he is 'in the office'.
