Chile is really long and skinny, and the water (other than at Termas) is quite cold.  We've both been to Punta Arenas, and I suspect this is where we can find that monument, but I do not recall seeing it.  Being so far south, the water temperature certainly fits.

It's in Punta Arenas for sure and if you were there before 2014 it wasn't.

 

The monument commemorates the 1843  voyage of the Schooner Ancud to take claim to and found a settlement in the Strait of Magellan.

It's been  6 years since we were last there, so no, the monument was not in place.

Well, that didn't take long.  BTW:  You don't need a dry suit here, and the diving is terrific.  Your turn.

 

This is actually a small island off the coast of the PNG mainland.  Our dive boat plied the waters from New Britain to Tufi, often probably being the first to dive those sites.  We were welcomed at this island, and the people put on a superb sing-sing for us - hence the costumes.

Thanks Stuart. My wife worked in what was known as Irian Jaya (West Papua) as it happens.
