I thought I posted an easy one, so here are a bunch of hints to bring this one to an end:

Dutch engineers had nothing to do with its creation, it was left by a giant glacier. It's surface area equals about 52 IJsselmeers, in fact you could float all of Netherlands in it. and the water in it is not salty.

Could this place be somewhere near your home in Chicago?

 

After you said this body of water was formed by a glacier I realized that "but not that cold" might be a somewhat subjective observation.

Yes it's very near my home. And while it was formed by a glazier it has warmed up a bit in the last 14000 years. We swim in it in the summer and right now it's about 42F or 5C. way warmer than Astan Kazakhstan I'll bet.
