This (unpaved, very steep) part of the highway is called "The Hill" and was built in 1953 by the isolated but enterprising little community on the sea whose name we're looking for, in order to finally get a road connection to inland (and to show it can be done). Only later was it adopted into the numbered highway system of the province of British Columbia. As far as I know there's just a single community on the Pacific coast of BC between Prince Rupert / Kitimat in the north and Powell River / Lund in the south that can be reached by highway from inland.
