Having a convoy of vehicles with sirens going to potential targets is meant as a deterent... or just a big light show and a great ooh and ah moment for tourists. Tourists are constantly taking photos of police and fire fighters, without and with (mostly) family members in the shot. I suspect that is the much bigger tourist draw.
