The bulls are surrounded by the horses, and the crowd tries to catch the bull by the tail and stop it. Not easy to catch this without autofocus --- quite a bit of hit and miss. The "bulls" are actually not much more than six weeks old and seemed to get just as much enjoyment from the game as the folks involved. It all goes a bit wrong as they get older.
