there could be various reasons for stiff wind. This could be dirt on the gears, the shutter springs could be spanned too much, wind spndle copuld be assembled in a wrong way. But most probably the prblem is with a special spring on the wind spindle. it is fixed on one end the the purpose is to prevent wing spindle to rotate back after wind cycle. 
Spüruing might be damaged, extreme example is shown here. For the one on the photo replacement is the only one way. But often it may be adjusted (angepasst) in the way that wind will be better. Adjusting the spring is time consuming, as well in production, and this was one of the reason why starting from IIIc there is a ratchet instead of spring.

Thank you Jerzy.  I was aware of some of the 'easier' problems but knew nothing about non-return friction spring.
I wonder if the c, f, g mechanism will fit a model E ?  The people who own it told me that they had sent it to their local serviceman who returned it untouched saying that he did not have the parts.  There is always another one.  D.Lox

Jerry, no, ratchet from c,f,g will not fit. It looks like local repair person could identify spring as a source of problem. Maybe they will have more luck with other repair person, I imagine that cameraworks might have still old parts or at least do attempt to adjust this one to work better.
Another implication of damaged spring/stiff wind is that release button is sometimes very stiff. If this is case here, aftre winding the wind knob shall be rotated slightly CCW. It will not rotate back but shall take tension away from internal mechanism and make release softer.
This is how involved parts are: wind shaft, special spring (it is fixed to top plate on one end - blue arrow, and free on the other end. Spring goes over the wind spindle (orange arrow), brass sleeve goes over the spring. This particular spring shown is damaged, windings are not aligned and sleeve does not full go inside (green arrow). I believe however, that with some effort it can be done usable.

Btw - spring will not get damaged in normal usage, in most cases it is result of wrong assembly after repair. Sometimes, if wind knob is loosen only , wind spindle will go off the position and screwing on wind knob again and attempting to wind may damage the spring

Thank you for that information, Jerzy.  Looking at the illustrations which you have sent it is clear that a simple, silly, error of putting the spring on 'up-side down' will cause a stiff advance of the wind on mechanism.  if the spring is undamaged then it would be an easy repair.  In the first photo, #2 Monday at 12.18, there is an odd looking nut by the head of the orange arrow.  It seems to clamp the spring and it is tilted, perhaps the nut is up-side down and the collar, on the nut, fits through the small ring shown on the spring in photo #4.  You have given me a dilemma, do I risk the purchase...........Hmmmnnnn

there were 2 types of spring, older one (very early IA) with only one screw fixing to the top cover, like on the photo #2. Later ones were fixed with 2 screws. When assembling, spindle must be pushed fully into the spring/sleeve (spring usually remain attached to the top plate) and the stright part of the spring must fit into intend within the sleve. This is visualized on the mosgt right photo (not sharp, silver is the spring).
