Improvement of V IV over V. III:

Better rendering of very fine detail in the centre, looks more "crisp"  overall, more 3-D effect and better separation. Better close-up performance.  Less glow. 
The optical design is virtually identical but the V.IV has been recalculated. 
You won’t see a difference unless the lens has been properly cleaned of haze.

V3 is a good mix between the softness and character of the V1, and the punch of the V4. I personally chose V1 + V4, but I understand why you would chose V3. Actually, I settled on Summilux pre asph + King of V4s as my compact 35mm kits, and the more the years pass, the more obvious it is to me when each of them needs to be mounted on my camera at a precise moment.
