Any camera with an EVF or live view essentially requires all the components necessary for video already. The sensor is already outputting a live stream video to the EVF or screen, often at up to 120fps during the entire time it is in use. The size increase in phones is driven by the desire for larger screens and battery life, not video power. In cameras, video specs only really increase body size when the push is for demanding quality levels (10bit, raw, high bit rate, high fps or high resolutions) and long recording duration. That is mostly about heat dissipation and processing power. You can see a good example of this with the Q3...it can offer 8K video inside more or less the same body as the original Q. The M11 could certainly offer video if Leica wanted to, but because people complained about it in the M240, they have since left it out. Probably also to increase sales of the SL and Q cameras.
