I have a Leica UVa filter ref: 13386 and noticed that the glass is a tiny bit loose. If I tap the filter I can hear it rattle around a bit and also noticed it when I was cleaning it. Not like super loose, but I can hear it moving around.

Is this normal?

The B+W and Heliopan filters have a more precise brass mount and I believe that there is a retaining ring which is tightened down around the glass to keep it tight and flat. Are the Leica filters simply expensive and over-hyped?

It may be entirely normal. I found this thread from quite a few years back on Photo.net. I believe that Leica and many other filter manufacturers design the filters this way to allow for expansion/contraction due to temperature changes. Maybe the B+W and Heliopan filters do the same thing, but in a more subtle and less noticeable way?
