Why does it consume water?? 25 to 35 kW (likely kWh) of power equals about 2,5 to 3,5 cubic metres of natural gas, which is not too bad (that is about the amount one family uses per day for hot water preparation).

Water is speaded to simulate the smoke that would be produced by combustion of gas. The watts are consumed by 400 LEDs that simulate fire.

The real flame is maintained in a small lantern (see below).
