Yes, I can see a resemblance but Fernando definitely comes from this side of the Atlantic. Do you like his output?  I watched a few minutes of his videos about portrait photography and that was enough. From his followers, I can see that he is really popular but his style is very prescriptive and 'in your face'. My take was that he was talking cobblers.

I don't where about where you live but here's an explanation. 'A load of cobblers' or 'cobblers' is slang for nonsense, it's derived from Cockney (East London) slang where the rhyming word is dropped so 'that's a nice whistle' is short for 'whistle & flute', this instead of 'that's a nice suit'.

So, cobblers is short for 'cobblers awls, rhymes with 'balls' (testicles. Cobblers being shoe repairers. 

I hope that I haven't offended his million followers!

I just only noticed this striking comparison of faces.
But personally, this kind of popular windbag talking by "FrowKnows" YouTube channel, is not my cup of tea either. 🙃
So yes, I do understand your explanation of "Cockney" English dialect / street language.
