Was it simply to avoid replacing the dial on up-grade? (Have I just answered my own question). I originally thought that I was looking at a 'cobble-up'. Early II Model Ds just had a 1/20th speed, but after the III appeared they were all eventually switched to 20-1. This makes a lot of sense. If you want to check the 'integrity' of any older Leica item, just look at the auction sites (not eBay) and check the high resolution photos which they have.
