I don't think they meant it was designed to equal an M sensor, but indeed the SL sensors are optimized as much as they can be for M (microlens design specifically). Of course the increased cover glass thickness of the SL sensors hurts M performance. It also depends on the lens. The more recently-designed 28 Lux-M performed as well or better on my SL2-S compared to my M10M. The BSI nature of the SL2-S sensor also helps, so some M lenses you read about having mediocre performance on the SL2 may perform better on the SL2-S.
