I have a Q2 and encountered that same issue when registering it with Leica. For the Q2 the only difference is that the ROW model can take slightly longer videos than the other models: US Europe etc as told to me via email from Leica main. Although Leica would not specify why, it seems to be a license or patent issue. I purchased my Q2 new in the U.S. through a broker who drop shipped it from 6AVE photography warehouse in Somerset, N.J. I was able to register it at Leica main website as a ROW model.
