Balderdash. That's not at all how prism de-cementation presents, and in any case only the earliest (i.e. <1,200,000# approx) M4s are subject to it, as Leitz began using a different type of cement around 1969. The symptoms you describe are most likely a dirt+oil deposit pattern, but even if it is a bit of fungus it rarely ever leaves permanent etching on the rangefinder optics and most often can be nearly or completely removed with a proper cleaning. The expense would be dictated by where the deposit is located and whether any other work needs to be done.
