The problem is that flash duration is typically quicker than the scan speed of the sensor readout. The flash is over before the camera is done pulling the image off the sensor so you only illuminate part of the image. HSS might work, if it pulses long enough, but I am not sure. Some powerful studio flashes might be slow enough at full power, but they would probably be too bright. The other way around is to use a camera with a global shutter. None of these things is easy or practical at this point I think. What is your goal in using an electronic shutter with flash? If it is about avoiding camera vibration, flash is usually fast enough to make that not an issue.
