The problem will soon be solved. Prof. Goodenough, the inventor of the Lithium battery, and his team have developed a battery membrane with plastic strands woven in. When heated above a certain temperature they will melt, creating an impermeable barrier which stops the chemical reaction.

Starting next month, American Airlines will not let you check "smart" luggage (tracking device, USB-charger, etc.) into the hold unless you can remove the batt and take it on board. Expect this policy to spread, especially with the new ICAO rules on Li-ion batts in checked luggage generally.
