It tells an immediate story of the two ladies taking a smoke break out back. But it also suggests the "untold" story, hi-story, that brougnt them there. the fence adds a touch (a theme of confinement? Lack of opportunity).

 

I enjoy how so many of your photos stir up the thought processes, Louis.

Louis  interesting how you are pulled into the picture with the two there sitting alone. First thought, were they immigrants or workers taking a break. 

After looking closer with their aprons and covered heads suggest they are workers on their break.

These ladies were speaking a language that I could not recognize. I suppose they are among those who came to this country in a regular way and are authorized to work. 

For the word "immigrant", the dictionary says: a person who comes to live permanently in a foreign country . This is very different from a "refugee"! :)
