While I'm a dedicated user of Little Snitch, I'm not convinced it would help in this situation: Little Snitch reports (and filters/blocks) outgoing background communications. But in this case, if a user voluntarily downloads the CC updater, then my assumption would be that the connection would've been whitelisted by Little Snitch in any case. The problem occurred when the updater was run - and was a silent deletion on the user's local disk (not requiring any external communication). What the hell the Adobe developers were trying to do here is kinda beyond my comprehension. I'm not sure that many users will even be aware that they are missing a file from the root of their System folder... until some essential process or application refuses to run.
