Having them in the middle of an almost empty square works well with the title 'we didn't start the fire, did we?' as it suggests that everyone has left, and they are the only people remaining, smoking their cigarette, and wondering where everyone is..... You have the couple in the center, and all those who are on the periphery are going about their business, getting cash at the teller, etc. The place is almost on fire but really no one seems to notice or care, so long as they have their cash. From this perspective, the image is sheer narrative brilliance!
