Two months ago my lab changed the c41 chemicals supplier and the fixer was not concentrated enough and I got similar effects on my film. Luckily another fixer/bleach bath cured it. No, once the developer action has been neutralized, fixing can actually happen with lights on. My lab just gave the film another regular bath with the correct concentrations of chemicals. When I viewed them, I had my camera with me, but was not really expecting to find anything to shoot. The contrast they offer is incredible.
