Erik, at least in the old days, and I am pretty sure this is still true today, those small numbers were given on a per lens basis. To assign those numbers on a batch basis in my view does not make sense, as even within a batch you will have plus and minus tolerances (lens elements are individually ground anyway), such that not all lenses of any given production run will necessarily have precisely the same focal length. I was told that for the Macro-Elmar-M for example there are at least five different focal lengths (and accordingly five different small numbers on the lens barrel). For the current Summilux 50 asph I have seen '14' and '16'. That said, I have never ever seen a current Summicron 50 with anything else than '22', so with that lens Leica seems to pretty consistent.
