In Lightroom, I need to tell it what resolution (pixels per inch or cm) to use when exporting to TIFF. What is the correct answer to preserve as much of the original DNG as possible?

It has no effect on that. It is simply a setting obeyed by some other apps, like Photoshop, when they translate internally from pixels to real dimension, like cm or inches. It doesn't change the image. For printing on an inkjet printer, you might set it to 240 or 360 dpi. Check your printer's manual.

In general: for web 72 or 96, for print 300, if I understand the question correctly. Those are for output. In general the ppi is irrelevant in post-processing. The actual number of pixels used counts, the rest is just the theoretical enlargement.
