They are in Guernsey, which is not part of the EU, and they sell to the UK VAT-free due to a loophole in the taxation laws between the UK and the Channel Islands. Neopan 1600 is really an 800 ISO film (and should be rated and processed as such imo), so only one stop more than HP5 or Tri X. Add a filter that takes away two or three stops like a yellow or a red and you are back into a reasonably fast film in daylight. So it is far more usable than just for indoor work, and that extra stop to start with is much better than Tri-X uprated to help compensate for the filter effect.
