If you can switch it off, and the error doesn´t occur when turning on the camera with deactivated O.I.S., it is definitely the stabilizer. I think there are 2 modes for using the stabilizer (it is like that at my D-Lux 5). Is there a difference when choosing mode 1 or 2? Maybe you may do a compete reset to the manufacture setting, and look what happens. The O.I.S. works with movable lens and maybe the movable lens unit inside is out of tolerance when switching on the camera. A reset can (maybe) help. If not, is is a case for Customer Service.
