The car is called the Franziss Special, it was built on what is thought to be a 1928 Frazer-Nash chassis but the engine was made in 1918. It's a 9 litre V8 Curtiss aircraft engine water cooled and the idea of the exposed valve-gear is so that you could check that it is working (always a good idea when flying!). If it's not desmo, it looks something close. Not a good plan to stand close when its running- that is the end of the exhaust system you can see on cylinder #5, BIG flames come out!
