I saw something similar on a Redbud tree in my neighbor's yard earlier this Spring. The blooms were growing down the larger branches, almost on the surface of the bark. I was surprised, but did not investigate it.

 

I just checked my files, and I failed to get an image of it.

I'm pretty sure that the mystery has been solved. If you do a google-search of The Eastern redbud you will find numerous references and photographs of their flowers growing out of their bark.
