It is a shark pool, and if you don't know what you are looking for (and at) then it can be highly risky. Here in the UK, reputable dealers sell Elmars and Summars (both 5cm and 3.5cm for anything between £50 and £200 depending on condition. The main thing is the state of the glass rather than the metal - in other words, cosmetics are less important than performance. Old lenses can be prone to "hazing" (a misty look when you look through the lens) and to fungus (looks like little spots and tracks and branches). They can also suffer over the years by over-enthusiastic owners cleaning the front (and rear) elements a little too roughly and leaving micro-scratches all over the glass. This reduces contrast and can cause flare. The prices you are quoting do seem high, to be honest, but buying from a dealer does give you some protection that buying privately and/or on eBay simply would not. Just as an example here is a link to a 3.5cm Elmar at a reputable UK dealer; does the lens you are looking at look like this? I hope this helps. What I suggest you do is give them a call. Ask particularly about the state of the glass - Ivor prices fairly but his descriptions can be a little brief! For this age/price you should expect the glass to be haze and fungus-free, although you might get some micro-scratches from cleaning.
