It is more difficult to re-paint dials and rewind cranks than it is to re-paint bodies. So - often those parts are left in their original state - chrome. It is unlikely for so many to have these replaced by intention if the serial number is correct and the body is not seriously damaged. Yes, this variant exists, but I seem the OP speaks about "genuine - silver" chrome - not black chrome - parts... and this I'd say is outside any original factory variant.
