this photo showing the headquater of a global, governmental organization.

 

I was going to suggest the Dr.Marten Boots headquarters building but your clue scuppers that theory.

Maybe the building ist not the most famous, the Organization should be well known. Founded 1930 as a "private" stock company, later the non-governmental share holders were expropriated, so today only "public" organizations "own" the Organization.

 

The HQ on the picture was planned by Martin Burckhardt and put into operation in 1977.

Is it a famous spa city, with hot springs and baths dating back to Roman times? Could it be that the local margraves, who took their name from the city, are in turn one of the namegivers to the whole state the city is located in, even now? Does it have a historic casino, perhaps the oldest one in Germany? Is the city center very beautiful, organically combining the landscape and medieval elements with wide 18th / 19th century expansions, also giving the city some hints of French and Mediterranean flair? Did this perhaps contribute to France choosing the city as their civil and military headquarter in Germany after WW II? Did this, perhaps, also result in the city being the biggest production site for TV and related media in the state? Did the city perhaps convert its historic railway station into a huge modern festival hall and center (the large cube in the background of the picture is suggesting that)?

 

(I'm sorry, I have nothing to show, so I cannot risk offering a solution to the riddle...)
