No, Though it is a celebration with the natives of the whole region, it is a catholic celebration, only to the specific area (which is bigger than the picture seems to suggest)

 

Now let me give you another hint, before you ask for one:

Good try, but he arrived on one of the islands of the Lucayos, and Columbus day is not celebrated in Mexico as such. Tough all of latin america celebrates "el día de la raza" celebrating the union of of the mixture of the hispanics and the local people, more than the arrival of Columbus

 

Now there is another celebration, today 1.8 milion people did participate ( a little less than last year) in only one area of Mexico, so it is not a small event.
