A wild guess just because of the white/blue/red flag - I don't think it is in Slovakia or Serbia but, could be Slovenia. If it is - another wild guess - Ljubljana?

You're pretty good at wild guessing. I've spent time in Slovenia and still couldn't tell you what it's flag was.

There are really only three countries in Europe with a flag in those colours - the ones I named. The flags differ in the location and type of the country's emblem and that is why I eliminated Slovakia and Serbia. That left Slovenia and its capital Ljubljana, which incidentally is a beautiful city - I visited there many years ago, still during Tito years....

 

I will need about a day to root through my slides and files - off to the office now.
