Has anyone encountered this issue?  I if I rest the Leica Q3 on it’s back with the lens pointing upwards, the aperture ring tends to get stiff and needs more force to rotate it.  Once it’s rotating, it rotates fine.  If I rest the Leica Q3 upright, I don’t have this issue.

This is definitely problematic. I just tried my Q3/43, didn't experience this kind of issue. The aperture is smooth no matter what position I put the camera on. The only resistance is when it goes in or out of the A mode, which is intentional.

I think you need to get the camera checked out.
