Perhaps a translation error? I think you mean 'filter and lens hood'.
If a filter has been fitted, and then the hood, then the lens cannot move to Macro mode. It's a design error by Leica. You can buy third party hoods that work better.

The macro ring on my Q2 wouldn't turn and Leica confirmed that the lens had taken a knock at some point and had to be replaced.

If bought second hand then possibly damaged when you bought it!

I had the same problem. The lens hood prevents you from turning the macro ring. Design error? 
I don’t have this problem with the Q3 28.

Yes, there are other threads about this - but it's only when you have a filter fitted. There are third party hoods that solve the problem. I have the Haoge version.
